Graeme Loy PSM

Graeme Loy is the acting Chief Executive of Sydney Local Health District. Graeme has held executive roles across the health sector for more than 25 years, including Chief Executive of Western Sydney and Northern Sydney Local Health Districts, Executive Director of System Management for NSW Health, the Director of Operations at South Western Sydney Local Health District and the Transition Manager at Sydney South West Area Health Service. He serves as Board member for the Westmead Institute for Medical Research, NSW Ambulance, the Australian Institute of Health Services Management, Sydney Health Partners and the Westmead Applied Research Centre. 

Graeme takes great pride in delivering complex clinical services. He builds high-performing teams to deliver high-quality, timely, clinical services. Graeme’s extensive experience in local, district and state-wide environments enable him to drive the strategic direction of organisations, while fostering broader innovation and research goals that connect with the needs of the community and health system. 

Graeme is committed to staff health and wellbeing and ensuring all staff have a positive experience in the workplace. He creates environments where success is celebrated and all staff feel safe, respected and supported. 

He has a well-established reputation for delivering State significant infrastructure programs. Graeme was responsible for the transformation of the health landscape in Western Sydney, leading the establishment of the Westmead Health Precinct and evolution of Westmead and Blacktown Hospitals. 

In 2024, Graeme was awarded the Public Service Medal for outstanding service to healthcare in NSW, in particular, the delivery of COVID-19 related services as Chief Executive of Western Sydney Local Health District. 

Graeme has a reputation for being able to create a narrative that people can understand and engaging teams to deliver complex healthcare services on a large scale. 

He has a simple motto: to make sure the focus is always on delivering the best outcomes for patients — "What if it was your mum?"
